Microsoft says that the problem is caused by an expired certificate preventing these features from loading. The expiry date of said certificate was on 31 October. It’s not known if it’s a widespread issue faced by a majority of Windows 11 early adopters, or an unlucky few who lost the software bug lottery. For a fix, Microsoft says that a patch in the form of a new Windows Update KB4006746 is now available. But because it’s still currently in preview, you’ll have to manually download it. And while it will fix most of the issues caused by the expired certificate on Windows 11, the Snipping Tool will remain unusable, unfortunately. The company instead recommends using less convenient workarounds, like taking screenshot and manually cropping out the bits you don’t want. If you’ve made the move to the new Windows 11 operating system, then this is something you should know, just in case you also face these issues.
